She possesses a wealth of knowledge and in-depth awareness of what is required to establish and conduct assessments and provide training and evaluative processes in the development of individuals, organizations, and business concerns. Her expertise expands to Title VI, environmental justice, staff development and training, property management, and SAP. 

Ms. Mitchell is an industry expert in minority business program development based on underutilization of those firms in various market sectors.  Ms. Mitchell has had a career in diversity analysis, business development, and industry select practices creation for over 20 years. Professional and career knowledge expands from program management of small business programs within local government, construction, and private sector.

In addition, she has in-depth knowledge of procurement processes, to include but not limited to construction management at risk, qualification-based solicitation, e.g. request for qualifications (RFQ), request for proposals (RFP). Ms. Mitchell adds project management, project scheduling, analytical reporting, facilitation, and public relations to her experience. The functional knowledge gained during her career in procurement, construction, and program administration has expanded her expertise in collecting quantitative and qualitative data that has led to more efficient analyses and reporting of business participation and capacity growth for small businesses.

As a Compliance Manager, Tiiu is adept at developing and implementing policies and procedures that mitigate risk and promote transparency. Her proactive approach to compliance includes conducting thorough audits, identifying areas of improvement, and implementing corrective measures to ensure continuous adherence to regulatory requirements.

Mr. McKoy has over 30 years of experience administering complex certification, compliance, and program management processes for public sector agencies. Throughout his career, he has overseen the review and approval of thousands of business applications, ensuring compliance with federal and state regulations while maintaining efficient and consistent program administration.

He possesses extensive knowledge of federal regulatory requirements, administrative procedures, policy implementation, and operational compliance. His expertise includes contract compliance, project-specific outreach planning, pre-bid coordination and logistics, solicitation strategies, documentation review, contractor compliance monitoring, commercially useful function (CUF) evaluations, contractor replacement procedures, and other critical aspects of public infrastructure contracting.

Mr. McKoy has worked across multiple transportation sectors, including highways, airports, ferry systems, public transit, and vertical construction. His broad experience allows him to provide strategic guidance throughout the project lifecycle, supporting owners, contractors, and project teams in achieving successful project delivery while maintaining compliance with applicable regulations and contractual requirements.
